BATON ROUGE - Department of Social Services Secretary Ann Silverberg Williamson today appointed Alison Neustrom, Ph.D. as the Assistant Secretary for the Office of Family Support (OFS). Dr. Neustrom will now lead the agency within DSS which has the responsibility for administering financial assistance programs including Food Stamps, Child Care, Child Support Enforcement and federal Disability Determination services. June 27, 2008 - Jindal Proclaims Deaf-Blind Awareness Week
BATON ROUGE - Today, Louisiana joins the nation in commemorating the 128th anniversary of the birth of Helen Keller, America’s most acclaimed deaf-blind person, who was born on June 27. Gov. Bobby Jindal signed a proclamation declaring June 22-28 as Louisiana Deaf-Blind Awareness Week to honor Keller’s unceasing work to improve the lives of people who were blind and deaf and to focus on increasing public awareness of deaf-blind individuals living in our state.

June 18, 2008 - DSS Receives National Recognition
BATON ROUGE - The National Child Support Enforcement Association has named Louisiana the most improved program in the United States less than three years after the devastation of Hurricanes Katrina and Rita. The national association grades states based on documented improvement in service delivery as well as the creation of innovative initiatives designed to increase the performance of support enforcement services. This is important because the money collected by the state department goes straight to children and families across Louisiana. Within the Department of Social Services, the Office of Family Support is mandated by federal law to collect court-ordered child support. It has managed 290,851 cases and collected a total of 323- million dollars during the past federal fiscal year.

BATON ROUGE - The nation's highest child support enforcement official is commending the Department of Social Services for leadership, commitment, dedication and success in implementing the federal requirements for certification of Louisiana's statewide automated system that improves child support collections for Louisiana's families.
Sherri Z. Heller, Ed.D., commissioner of the U.S. Department of Health and Human Services' Office of Child Support Enforcement, praised the state's child support system at a ceremony Monday, May 10, recognizing DSS' federal certification.
The Louisiana Automated Support Enforcement System, or LASES, is a statewide, automated data processing and information retrieval system that meets federal requirements in all areas of child support. The $40 million system was implemented in December 1994, under the direction of Project Manager Lisa Andry, and significant modifications were required for this second federal certification. The system, paid for with $32 million in federal funds, assists DSS staff to more efficiently handle the nearly 300,000-child support caseload. The increased automation contributed significantly to the success of the program, which resulted in performance incentives of nearly $4.4 million in 2003.
"This is a significant achievement and we commend all those involved in making this certification a reality," Dr. Heller said.
LASES enhances the state's child support system by improving the Department's ability to locate non-custodial parents, establish paternity, establish child and medical support orders and to collect and distribute child support payments to families, Andry said.
Implementation of LASES permits the state to be certified under the federal Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996. Federal requirements for PRWORA certification include many factors, such as a statewide-centralized collection center for processing child support payments.
According to Robbie Endris, Director of DSS' Support Enforcement Services, Louisiana's support enforcement efforts have made great strides over the last few years.
"Many states are still struggling to meet the standards we've now achieved. We continue to make leaps and bounds in improving services for Louisiana's children and families," Endris said. "Hundreds of hours of hard work have been devoted to this project. Now, after attaining this certification, our staff can move on to other priorities."
LASES assisted DSS officials in collecting nearly $295 million last year in child support. In just one case last month, more than $63,770 was seized from one non-custodial parent who owed his children support.
"These are the kinds of successes that Louisiana citizens can expect from DSS with our commitment to hard work, enhanced by our automated system, LASES," Endris said.
 April 30, 2004 - DSS EXPLAINS PROCEDURE IN CHILD ABUSE CASES
BATON ROUGE - A recently published news report about action taken by the Department of Social Services and its child welfare agency contains inaccurate information, according to Secretary Ann S. Williamson.
"Because statements made in a public forum and later printed in a news report accuse DSS of inappropriate action, I would like to present the facts," Williamson said.
During a legislative committee hearing Tuesday, a state senator questioned the handling of a recent child abuse case that resulted in the death of a 3-year-old child.
Because litigation is pending, the District Attorney's Office involved in the case has requested that specific information related to the case not be released.
"The details of this case will be revealed though court proceedings. I have full confidence in the Office of Community Services staff and know they are committed to Louisiana's children," Williamson said. "Our employees act in the best interest of these children and make daily decisions in accordance with state law and agency policy."
The juvenile court is the only body that can authorize removal and the only one which can return custody to the parents, she explained. If the court does not agree with a social worker's recommendation and does not order that the child be removed from the home, she added, the Department does not have the authority to act alone.
"Social workers are expected to know the law," Williamson said. "Each day, they work with child protection statues that govern placement and removal of children from homes. They make these decisions for the protectio |
